The CUPS library (libcups.*) is provided under the LGPL, to allow any
application to link to it.  Similarly, any PAPI implementation should
use a non-restrictive license as well, and any implementation that is
incorporated into CUPS will need to use the LGPL or a BSD/MIT-style
license (as I mentioned before).
