[Desktop_printing] PAPI for CUPS: Volunteers needed!

So, presumably CDDL will suffice.  I can look at re-targeting the
IPP implementation on SourceForge to the libcups IPP interface
and contribute that to CUPS.  It should be pretty straightforward.
