You'd get a more interested public on linux-ha or pacemaker for
questions regarding resource agents.

Did you cleanup the resource on all node (crm resource cleanup)?
If the problem persists, then something must be wrong with the
RA's monitor function. If you can't figure it out, try to post
the code.
