I found the problem. Messages were not being ordered properly in a
configuration change function because the data structures used to order
the messges were not setup before the notification occured. This is
easily fixed by moving the transitional configuration notification.
I've attached a patch for bug 43 to bugzilla.
This also fixes something funky I was seeing with clm (nodejoin is sent
in a configuration change too).
Give it a whirl.
