Newby thinking here: Why wouldn't /etc be used for that ?
FHS says that "Note that /usr/etc is still not allowed: programs in /usr
should place configuration files in /etc."
Which makes the idea of having a network shared /usr useless in fact as
there is no way to have all file belonging to one package hosted either
on the share or loacally :-(
