[Openais] [whitetank patch] ipc 26 final going into base

The only thing missing from this is a version change for the shared objects.
This is critical for projects that have them as dependancies - the
versions indicate when two library versions are equivalent and in this
case leads to all sorts of fun crashes when clients try to use the old
API :-)
